OSCAR is a web based, open source (GPL) Electronic Medical Record (EMR) and Practice Management system. It is the only open source EMR to have received OntarioMD CMS v3.0 certification, and is by far the most popular open source EMR in Canada. OSCAR was developed by the family physicians at McMaster University in Hamilton, Ontario. It's CMS v3.0 certification qualifies it for government funding in Ontario, Canada - up to $27,100 per physician.
